Tools include a business case/value proposition for the purchaser role in reforming payment and a scorecard with “state of value” metrics meant to catalyze action. · Market Assessment and Strategy: To direct purchasers to practical payment options that increase value, considering purchaser goals and market conditions. Tools include the payment reform Glide Paths, Market Assessment Tools and Action Briefs. · “Aligned Sourcing” Process: To assist purchasers to engage insurers to develop and execute consistent and organized, rapid-cycle testing of practical reforms. Tools include standardized RFP/RFI and contract language, a National Scorecard to support standardized evaluation and to monitor progress, and a strategy to convene purchasers to take coordinated action in 1-2 communities (to be selected).
