Purchaser Strategy

The purchaser ‘call to action’ aims to catalyze and coordinate payment reform among purchasers.  The goal is to align purchasers, patient groups, providers, and insurers to reduce conflicting strategies and chaos so practical reforms to private sector payment (aligned to Medicare’s expected direction) can be implemented.  It will leverage the national scorecard and other purchaser tools to establish a core set of metrics that can be used consistently to assess reforms across markets and expedite learning.  The strategy has three components:

·          Purchaser Engagement: To inform and engage purchasers to catalyze coordinated payment reforms in the private sector (nationally and in-market).  Tools include a business case/value proposition for the purchaser role in reforming payment and a scorecard with “state of value” metrics meant to catalyze action.

·          Market Assessment and Strategy: To direct purchasers to practical payment options that increase value, considering purchaser goals and market conditions.  Tools include the payment reform Glide Paths, Market Assessment Tools and Action Briefs.

·          “Aligned Sourcing” Process: To assist purchasers to engage insurers to develop and execute consistent and organized, rapid-cycle testing of practical reforms.  Tools include standardized RFP/RFI and contract language, a National Scorecard to support standardized evaluation and to monitor progress, and a strategy to convene purchasers to take coordinated action in 1-2 communities (to be selected).
